My thoughts are that it is a call block deceptive something-or-other that smartipants telecommunicators have figured out to get around the DoNotCallList.  Blockbuster called me with the 000-000-0000 number but they had my name and told me I had vids that are late, which I do.  My question is why the hell doesn't blockbuster have a number listed instead of the deceptive number?  In conclusion, I think a lot of companies have purchased something that makes their number show as all zeros.

I just got called from that number, and I answered. They asked me to verify some name :Willam Wood: or somthing, I pressed 1 to verify, they asked me again, then I pressed 1 to verify. The phone then started ringing and someone picked up, and I hung up. I looked up the number on the web to see what it was. It was to my cellphone.

This number called my business twice. The first time I was unable to get to the phone with the CID. It was a woman asking businesses and coporations for sponsorships (i.e. money) for the VFW. I told her 'not interested' and that was the end of the conversation.

The second time when I answered the phone, it was a quick disconnect.

I also get lot's of other calls from other unknown, whatever and whoever they are. I am on the national do not call list, but I get more strange calls than ever. So much for the national do not call list.

I get calls from this "number" 2 or 3 times a day (7 days a week). I agree that it's call blocking of some form and it should be illegal for any non-government agency to use such tactics.  Of course with the prevalence of so many foreign telemarketing and internet scams, we're probably better off training Americans to simply never respond to these false numbers and eventually they will stop.   Meanwhile, I and my family have decided to turn the ringer off and ignore the phone.  There is a message stating that whoever calls should leave a message and that our caller ID has their number if legitimate so we can return their call if we want to.  Friends and emergencies can use my cell phone (which never gets telemarketing calls).

I have received calls from Out of Area 1-000-000-0000 also, but I also did some research and found out that even I could place a call and change my CallerID to 000-000-0000 (until Congress passed the bill to restrict it).

But now that I have GrandCentral GC) setup, calls like this never reach me any more!  WOOHOO! YIPPIE! Basically, identify yourself or listen to my GC doo-doo-doo-Number not in Service message.

In a nutshell, I have no idea who is calling from 0000000000, and never will as long as GC has my unrecognized/blocked callerID calls covered.

I always assume its a collection agency for the Dept of Edu since they are usually shady companies, but I honestly have no clue!

To add to my last comment:

The new caller ID spoofing services were really intended for law enforcement agencies, private investigators, and collection agencies.  It is a bad practice overall and may soon be outlawed.

Thank goodness the new visual voicemails like YouMail & GrandCentral help consumers to combat those spoof-callers like the mysterious 000-000-0000 agency.

Yes, the number (000) 000-0000 is a blind number for a debt collection service.  Don't bother to answer.  If they ask you if you are "John Smith" it's just because they hope that you'll verify your name for them.

Someone posted that her telephone number was brand new and unpublished.  I'd just like her to know that unpublishing your telephone won't stop these calls if the debt collector has a court order/judgment against her.  Debt collectors can obtain "unpublished" numbers with that Court Order in hand in a matter of days.  Also, someone may have given up that number to avoid the same debt collection calls.  LOL.

I'm getting at least a dozen calls per day from this number. I have never answered because of the 000-000-000 number. Do youself a favor. Get a caller ID machine called "Person to Person"....it is pricy $99.00 but trust me it is the best investment I've ever made. After the first unk or telemarket call I block the number...it never rings again! I check the red blinking light and the above number has called many times a day for the last week. ah..peace peace peace!

For about a month I received maybe 20 calls a day from the all ooo" #.  It was on my business phone, which was a real hassle.  I tried  not answereing, finally answered .  You could hear an open line, but nobody would answer.  I finaly called the phone company to report.  After going through 10 voice mail menues, finally got a real person.  She told me it was telemarketing gimic.  TToo save time, the big companies use computer to call.  They make dozens of calls at the same time, so if some or busy, out of order, ect.  Personally I think she told me this, so she would not have to do anything about it.
