call comes in as 00-1696 what is this?

I answered this call.  I knew it was a bogus number.  I could hardly understand the person speaking, but first there was a sound like I was calling him and then he came on the line.  He was saying something about my windows computer, so he was trying to get some money for repairs out of me.  Hung up on him telling him that there was nothing wrong with my computer.

Indian fraud operation using fake Microsoft technician scam. Hung up and blocked the number the second I heard his bad English accent.
