I received a call from this company called (credit clear)we made payment arrangement after my first payment on debit order there  was no call or email is this a fraud or what

Call your bank RIGHT THIS SECOND, tell them what you did, and have them freeze your account.  The bank's phone number is on the bank statement.  The scammer is emptying your bank account right now.

Never send money to anyone who calls you.  Make them send written confirmation that you owe the money.

I think people need to understnad what they get themselves into. Credit clear helped me with my blacklistings, yes the are legit! I'm debt free now

When you go on their website, they are a division of Cave Base Trade and Invest, which is a CC. When you go and look THEM up on list of companies, they are in "Deregistration" process. It is not something I would trust at all. And if you look at HelloPeter, there are a lot of BAD Reviews that look a lot more legit than the "little too well written" good reviews of how "awesome" they are.
