    A person is calling me to tell me that they have to refund money to me for a service I paid for through PayPal in July 2013.  I do not understand what he's telling me, nor do I understand what company it is.  They tell me that this is requested by the government. He says he is representing the Dept. of Security.  They have been calling often, which is very upsetting.

    Please let me know the particulars on this phone number so I know where to go to for help.
