I wonder why everytime I receive a call from my sisters overseas these numbers are appearing instead of their  own numbers which are stored in my phonebook..it was ok at first because im really talking to my siblings but ,,., it  had been happening for almost a month...all IDD calls from 3 different countries are showing these ..not only that I also got : 01901203, 019060203,0196202.,0195110...thanks..

Depends on where you live. If you live in North America the caller ID is spoofed (faked). In North America there are no area codes from 000 to 199. So if the caller ID is faked it can be coming from anyone anywhere in the world. Do you know anyone from such a number? No, because that's why you're here. With criminals making so may calls to scam people - avoid such calls. Do not answer them, and consider call blocking.

Getting calls from 019179798904, about green card lottery in USA. Is this a fake caller. However I did pay 29 $ for this so I'm not sure, they want my photo and the kids photosIsCould this be a joke.

It's a fake. There is no Green Card lottery. The only way you get a Green Card is to go to a US Embassy and start filling out paperwork. Your money was taken by criminals. They will try to steal more.
