Turns out this number is Telstra text messaging.  Phone gives a stutter ring and a computerised voice reads out the message.  Cool!  They keep trying for a week if it's not answered, then give up.

we are getting calls from 0198339100

almost every half hour last night until we took the phone off the hook at about 3 am.

    It is driving us nuts.

Google tells me it is an SMS attempt? But I have no idea why or who. Nothing is said when the phone is answered and there is an engaged signal when I try to call it back.

Getting calls this weekend, now at 45 minute intervals, phone rings once then stops. Most calls from caller Id 019 833 9100, some from 019 133 0100 and 010 133 0100. Last weekend had similar calls but with no caller ID.
Funny coincidence, all this has started shortly after I listed on the no-calls database.

My phone hasn't been working for about 3 weeks, any incoming calls are shone as busy and we just cant get a tone when trying to dial. At first i thought it was my internet phone, when I went through the call list it shows the last missed call to be this 0198339100 number. This number also shows on my other phones as still being connected.

The phone rang but we did not answer it because we were too busy.  The time is 8.15 p.m. on 22 February 2009.    We intended to call it back later, finding out who it was by using *10#.  We did this and the message said our last unanswered number was 01 9833 9100.   At first we thought it was a friend in America in Deland, Florida, as the USA country code is 01.  When we checked her number it was not her.    The phone rang again 10 minutes later.   We did not answer it again.  Once again, we called *10# and had the same results.   4 minutes later it rang again.  Same number of rings. Same again.   We are waiting for it to ring again.  We registered with the "no nuisance/telemarketing" call service a few months ago.  This has never happened before.  It has now happened again. Over and over the call is coming.

Been getting calls fro 019 339 100 on mothers day evening starting at 8:00.
Then calls every 10 min till midnight. It has started 8:15 again this morning.
Seems the do not call register does not work at all. I'm going to bust some balls when I find out who is behind this harassement.

I got these  phone calls for 4 days, day and night. I rang the police to report nuisance calls, rang the phone company etc but NOBODY wanted to help. After 4 days of being S*** scared I happened to google this number just as a last resort. After about six hours sifting through information I finally discvered that if you ring 0198339999 you can not only hear the messages but you will be given the phone number of the person making the calls. What happens is that if someone sends an SMS it goes to Telstra 2nd party talking text message to a landline phone if you don't have a mobile. Why the hell didn't Telstra tell about this when I made nuisance call reports and gave them the 0198339100 number? I was at the stage of almost changing my phone number to stop these calls.
