it was a woman who said she is from Microsoft and said that they have to shut down my pc, she said she didnt want any money but she would show me how to do this and i should be by my pc, i said i was busy and could i have her number to call her back but she said theres no time for that, at that piont i hung up on her.

There are no area codes from 000 to 199 in the North American calling plan. So first clue- the phone number was spoofed (faked). Second (which should be first) Microsoft will not call you, and this is a very well known scam.
