has rang me twice already today and when i answer its silent and then hangs up

I get call from this number on regular basis every day around 12-30 and 14-30 or 16-30. Usually they would just live a missed call, I do not even have time to answer the phone, literary 4 secs.

Keep getting unsolicited calls from this number, often two or three times daily. I want this harassment to stop

I've been getting calls from this number 2 or 3 times a day over the last few days. Any time I manage to answer it they hang up

Same; continuous calls from this number and no one at the other end. I've spoken to UPC about this issue but they seem unable/unwilling to resolve this issue

Just save the number in your phone as [***] (for example), then when you phone rings and you see it is them, you reject the call. Easy peasy.

I've got calls every day for the last week from this number, usually lunchtime 13:30ish and in the evening about 7pm.  The same thing happened a couple months ago as well.  I haven't bothered answering as I didn't recognise the number and figured if the call was that urgent and definitely for me, they'd leave a message.
