This person has rung twice in the last week saying I have something wrong with my computer he has a foreign accent and is very persistent. My husband put the phone down on him because he was getting very annoying. Who has given him the authority to tell other people what to do?

Basically, you have, by answering his phone call.  This is either a spoofed number or a foreign number that cannot be displayed by your caller ID unit.  Depending on your local phone service provider, there may be a way for you to reject such calls.  If you have a cell phone, this information may help:

If you have a landline phone, check with your carrier.  Selective call rejection is sometimes sold as an add-on to your service or, with some VoIP service providers, is provided free.

Otherwise, you will have to buy a phone or other doohickey that attaches to your phone outlet jack between the wall and your phone and that reads the caller ID and checks it against a list that you provide before deciding whether to let your phone ring.  People have sung the praises of many such devices elsewhere in this forum, and Google can be your friend in cases like this.  I, personally, have a Panasonic cordless phone that *can* block calls, but I've never used that feature myself because I have several ways to selectively reject calls even before they are ever sent to my home.  I bought the phone for its other features and found the call blocking feature to be redundant.

I hope this helps.  And in the meantime, if you have voicemail, don't answer calls from numbers you don't recognize.  By itself, that cuts down on a lot (though not all) of the nuisance calls.
