I am receiving  these calls the person leaves a message stating they are the IRS and there is a lien against us. We know this is false, the people calling have an accent from another country.

I am getting calls from this number and when I answer they hang up!

Received a call from this number.  Thick accent informing me that I have been approved for a grant from the "United States Grant Department."  I kept laughing with him trying to sound official through the thick accent and informed him I enjoyed a good scam as much as the next guy but that I wasn't interested.  He laid into me with a tirade of profanities and then informed me that since he had my number he would come after me.  Curiously enough though he didn't appear to be able to just hang up.  I think the phone system they're using doesn't allow the original caller to disconnect so feel free to waste their time and ask them lots of questions.
