Received a call from this number saying they were IS filing a lawsuit against me. Scam, as I RS never calls by phone and have always paid all my taxes. Didn't call number back.Left on my voice mail.

There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
