possile extortion

This is absolutly an extortion number.  They try to say you have broken some law and need to send them money.  It's sad.  The key is if you really were in trouble the police would never call they would show up at your door.

Received a recorded message stating it was Julie Smith from IRS in Washington, DC. We, or our appointed attorney, need to call immediately.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines but not by calling them back direction  (the number may be spoofed and repeat calls by you may - under exceptional circumstances- amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). The message states in a computer voice that this is officer julie smith from the Internal Revenue Service and the hotline to her division is 202-241-8542.  Don't disregard this message and do return the call before they take action against us. Take care and goodbye.

Scam phone call from some idiot claiming to be from the IRS in a weirdo computer voice. Ignore or report.

This number calls claiming they are irs demanding money its a foreign man.

Also got a call from 202-241-8542 but missed the  call , a message was left from a Julie smith from the IRS stating I owe them and it is in my best interest to contact the IRS before they take further action, I called the number back and a male with a horrible accent sounded like someone from India picked up , I asked what was the problem he said I owe taxes & I need to pay they now, I then told him that IRS does not call people for money & asked him for his name he then got mad & told me the local police will be there in 38 mins I told him to go a head & call them u fraud !!! then I hung up & contacted my local police department who also told me they got several calls about this situation & it's a scam it's hard to catch them because they are using burner phones that cannot be traced.

Total scam.  Originates in either India or Pakistan.
