My father keeps receiving calls from this number and it is a recording that claims they are the IRS. i called this number and it just rings with no answer.

Keep in mind the IRS will never call you, they may contact you by mail, but they never call. Sounds like another scam to part you from your hard earned money.
If it keeps up. REPORT THEM to the proper authorities, there's way to much of this IRS scamming going on.

It is a scam. I called them back and they tried to extort money out of me saying that there was a warrant for my arrest and if I didn't make a payment to show I was serious about making things right I would go to jail. They wanted me to get an iTunes card for $500 as part of their "verification" process. The iTunes IRS scam is all over the internet...don't bite.

I got a call today from this number claiming they were the IRS. The say in the message this is a final warning before filing a lawsuit against me. Right. Sure. First off, I am sure there would have been a ton of mail to back up that claim. Secondly, you get served papers as a last warning- not a phone call. I worry about older citizens falling for this scam. Please tell your older relatives to not respond.

Received several calls claiming to be the IRS, threatening lawsuit for back taxes. Obvious scam. FBI should investigate.
