WASHINGTON — The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.

“This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim’s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here’s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue – if there really is such an issue.
If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

Caution, 202-407-9730 is a "spoofed" number, which means that whoever called you "tricked" your caller ID to display an incorrect phone number. Telemarketers do this so you cannot complain, but they failed... you can still file a complaint here to fight back against unethical telemarketers.

Do consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

I got a call from a man claiming to be contacting me about a law suit filed against me from the IRS, he sounded like he was from India, and he got very abusive on the phone threatening me with an arrest warrant and large fines, when I challenged him he got verbally aggressive and abusive with his language.  The number he left should I wish to call him back is 202-407-9730 and since I did call it to check it out, the same man answered the line, saying it was the department of legal affairs.

My Mother received at least 4 back to back phone calls in one day, 3 days in a row, from this number.  The person had a heavy accent and she could not understand most of what they said except that they made threats mentioning the IRS and she hung up. She recognized the persons voice as also having called her the month before concerning problems with her Internet connection and tried to get her to patch him in to her computer but she did not know how.  She reported it to Cox Cable Co.

Guy with heavy indian accent named "Officer Mark Conrad" calling supposedly from the IRS Legal Affairs office, told me a person in my household had an arrest warrant that was going to be activated as soon as I hung up the phone due to unpaid taxes?  Then I was transferred to his Senior Restitution Officer to find out how to pay off the amount that was supposedly due and to put it on a pre-paid card so they can scam me out of money.  Oh and this guys name was "Danny Werfel". Guess Someone did there research! Don't get fooled by these idiots!!!

My parents got a call from these guys.  They told her they would arrest my dad. I called them back and experienced the same things that are listed from the other people on this site.  I had asked them if they had any people in their office that did not speak broken English and I guess that upset them.  They actually threatened to kill me and told me they would come after my whole family.  These guys need to get a life.

These people are hardcore criminals. Do not engage them. Just hang up and report them to the TIGA:
If someone calls saying he's an IRS agent and demands that you send money immediately, hang up.
It's a phone scam.In fact, it tops the IRS "Dirty Dozen" list of tax scams this year, and it's been surging in recent months, the agency said Thursday.

The Treasury Inspector General for Tax Administration (TIGTA), which oversees the IRS, has received reports of 290,000 scam calls since October 2013 and said nearly 3,000 victims have been swindled out of $14 million so far.

By altering their caller ID number to make it look like they're calling from an IRS office, these scammers often threaten vulnerable people like the elderly and new immigrants with things like arrest, deportation or the loss of their driver's license if they don't pay immediately for money purportedly owed.

Often leaving messages that say it's "urgent" you call them back, the scammers use common names and sometimes say they are from the IRS Criminal Division. They may even claim to know the last four digits of your Social Security number and send follow-up emails that appear to be from the IRS, TIGTA said.

They often demand that payments be made by prepaid debit card.

Once they make their threats, the scammers have been known to call back and again disguise their caller ID so it appears they are calling from the police department or the Department of Motor Vehicles (DMV).

Or sometimes when they call, they may say you have a refund due and ask you to provide personal information so you can claim it.

The real IRS will usually contact you by regular mail first, if it needs to contact you at all. And the agency never demands immediate payment by phone or asks for credit card or debit numbers if they do call. It also never asks for personal or financial information by email, text or social media.

If you get what you suspect is a scam call, report it to TIGTA through its Web site or call 800-366-4484.
