Keeps calling at all hours never leaves a message

CID shows VOXBONE SA. I didn't answer, no message left. Searching on VOXNOBE SA shows info at

about a possible scam.

Called my home at 3:41 am (PST) ... even if they were confused about the time zones that would be 6:41am eastern - leaving NO excuse for calling in the middle of the night.  Didn't leave a message and I didn't pick it up since there was no name and I didn't know the number.  

Received a call at 3:00a.m. this morning (October 29th)  from this phone number.  They called twice I picked up on the second call and listened in; there was a lot of background noise it sounds as though there are many people in the direct area including children!  I did not say hello or speak at all and no one spoke directly to me. This is very disturbing when people call  during these times you think immediately that there is a family/friend emergency.  I actually picked up because I thought it was an emergency even though I didn't recognize the number.

I received a call at 10:19 pm (EST) on Saturday, November 8th 2014.  I didn't recognize the number (202-464-2531).  I thought it was not important to answer this call.  No message left in my answering service.

SCAM - Pricks from overseas calling at 2-3 am to north america.  nobody says anything because its all broken up lines and transmission. avoid as its a scam.

If I could just wake up out of my beautiful sleep and wrap my hands around their throats!! 5:38am PST They have made my blocked call list!!

Got a call at 2:00 a.m. EST waking me up.  Nobody at the other end.
Repeated at 2:31 a.m.  same result.
Repeated at 2:55 a.m.,  same result.
Finally turned off my cell phone even though it's a 24 hour security requirement from our vandal alarm system provider.
If I could trace the bas...d, I'd "ring" his/her neck with my phone cord.

I called them back at 4:00 a.m. and got the message
"the person at extension 100 is not available at this time.  please try again later"
Can't the phone companies cut their service ???

Same thing here.  Called at 3:15am.  I answered because only my husband's elderly parents ever use this number, so I thought it was an emergency.  Nothing but background noise.  How can we make them stop?  I don't want to experience the same thing some others did of repeated calls from this number.

Received a call from this number at 2:36 am. I didn't answer, and there was no message left.

202-464-2531 called at 02:11 am Saturday am.  Same as others, heavy accented voice with lots of background chatter noise.  I spent the next hour calling them back, just so they could have the joy of having their phone ring at 2 freaking o'clock in the morning.   I left a message for "the person at extension 100, who was unavailable" just so we were able to have some clear communication.

Received a call on 7/30/15 at 4:30 a.m. my time.  Heavily accented voice hung up quickly. Caller ID said VOXNOBE SA.  I called back and asked, "You called me at 4:30 a.m.  Why?"  Heavily accented voice said, "I don't know" and hung up.  From all the other posts here, this is clearly a pattern. I will be reporting them to my phone company as a harassing call.
