I believe this is a scam going to arrest me for tax evasion asked him to tell me my name he got it right but when I ask him if I was going to be arrested he hung up on me.

Don't bother.  The IRS mails letters if there is a problem.

Scam. I didn't answer and he left message.Call from Daniel Cruz claiming to be from IRS and would arrest me for not paying taxes if I didn't call back. IRS does not make cold calls this is a scam.
