As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.
“This scam has hit taxpayers in nearly every state in the country. We want to educate taxpayers so they can help protect themselves. Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim’s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here’s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue – if there really is such an issue.
If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov. Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

He said that person supported a particular political cause that he wanted to talk about. The name he used is one that we 'baited' the Democratic National Committee with. I assumed he wanted to ask for money for the Democrats.
- AKA Mongo Khan.Received call from this number saying the were from the Democratic National Committee. (DNC). Voice of young man calling wasn't accented. Asked for contribution of $300.00.
I told them that I contribute to the DNC so I will contact them directly and send $300.00 not just somebody on the phone. Of course, he went into "Save the Baby" mode and said He was the DNC and I could just give them credit card information. As I can't block any numbers with my cell phone, I told him that his number came up as a Scam Number and his call was a fraud. He said he really, really represented the DNC and I could talk to his supervisor to verify his claim. I told him that Scam supervisors are no more reliable than him. That ended the call and I sent the number to the Democratic National Committee with my fraud warning of misuse of their name.

- Astrolyre replies to AstrolyreThey're still calling once or twice a day. We don't block it or answer it. They don't leave a message. Since I answered their call previously and since the person they're looking for is a big donor to the Democratic Party, I expect they'll keep calling...
...but I am very suspicious of calls from a phone number that was being used in a known scam just a couple of months ago!

- Susan McAninleyTalked to a man with an American accent who identified himself as Mr. Udall. Siad the call was being recorded. Said he was from the Democratic National Committee (I've sent them checks in the past, the latest one about a month ago). and wanted me to send $250 for a matching fund...gave me a speech about how the Republicans are taking over and ya da ya da ya da....Then after i said no he kept lowering the amount until I finally hung up. When he asked for me by name he asked for my married name. As I remember the checks originally sent to the DNC were from my business account with my maiden name.

- SevelynCalled again a few minutes ago. I didn't answer, but I called the number back. It is immediately answered by a recording identifying them as a telemarketing company called GSI. It goes on to say they are collecting money for the DNC. Message does not tell you how to stop the calls, but I did leave an honest message - basically in a weak moment I donated a few dollars to the DNC back in the fall. However that will be the first and the LAST political contribution I EVER make. I made it clear that I want them to take my number OFF of their list. According to the FCC, that is SUPPOSED to stop the calls. We shall see.
