caller did not leave message

I received a call from this number today, and the caller told me he was an official representative of the Maryland State Police, and he was asking for donations. Caller ID only said "Washington DC". I asked him several times if he an official representative of the Maryland State Police, and he assured me that he was. I then asked him him of the donation was protection from prosecution by the Maryland state police, and he indicated that it would help. I asked several times, in several different ways, just to make sure there was no confusion. Each time he assured me this was the case. He then asked me for specific donation amounts - $45, $55, $65. So I asked him how much protection I would get at each donation level. He said that he couldn't get in to specifics, but gave me an 800 number to call. I thanked him and said I would call the number for details. I wish that I could have recorded the call, but in Maryland that could get me jailed on a wiretapping charge. In any case, either the Maryland State Police have started a protection racket, or this is a scam.
