WASHINGTON — The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.
Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.
“This scam has hit taxpayers in nearly every state in the country. We want to educate taxpayers so they can help protect themselves. Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim’s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here’s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue – if there really is such an issue.
If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov. Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail tophishing@irs.gov.

IRS will notify you by mail if there is a problem with your taxes and you will have many opportunities to work with them. They do simply "sue" anyone, unless it is for fraud, etc and you have been Mirandized. The best thing to do if called by these crooks is to hang up. DO NOT give them ANY information.

- Florida replies to nonameReceived the same robocall. I called the number "it" told me to call, only to get (paraphrased):
"I'm sorry, the number you have dialed is not answering...your call will now be disconnected."
The phone rang over 10--12 times, and then I got the message I was being disconnected. - buddy| 1 replygot a call just like everyone above. I told the jerk to go **** himself. he threatened the wrong person. I always overpay my taxes. spoke with the irs after an hour on hold and i am totally good with the irs. i was told that many senior citizens are scared to death and actually give debit cards or pay with voucher. I am going to find this jerk and called him back and advised I was at the police station here in Washington state and we can't figure out how to send him his money but the officer is willing to talk to him. these people use a blind side and I am so angry I will make every effort to protect innocent seniors and people who may have never had to pay taxes since their deceased spouse did it. I can't believe how this can be happening! I want an end to scams and it is breaking my heart that there are victims who are scared into compliance.

- MaryGot the call this morning. Asked how much $$$ I had to resolve issue with IRS regarding law suit with fraudulent taxes from 2008-2013. I told them no $$$. Informed me not to leave house for next hour, arrest warrant was being issued, car would be seized and all this miscellaneous stuff. I hang the phone up. To top it off I could barely understand them due to their thick accent.

- buddy| 3 repliesfollowup on my report yesterday. I called and got a randy Jackson from the irs. I told him we are on to his crap and that a police officer was taking the call and was disconnected. I called again and got a woman who hung up. then I called again and got the same randy dude and laid into him and I am so pissed the government can't disable the robo call and trace the phone. I am on a mission to shut this operation down. they owe me money for lost wages yesterday screwing around with them. I reported to tigta.gov and doubt I will get a call back. all it takes is one competent government employee to make the call and disable the robo caller and find the prepaid cell phone and shut it off. if they can't I will.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. I have reported it and linda at at&t told me her grandmother actually gave money to these people. I am motivating employees to be heros and help others.
then, call Verizon wireless or cellco 18002564646 to report the 2026575517 which is a Verizon wireless out of Washington dc. it may be a prepaid card but I am working with first line supervisors to cut the lines off for at least these numbers.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines but not by calling them back direction (the number may be spoofed and repeat calls by you may - under exceptional circumstances- amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf).
