    I got a missed call from this number and it left a cut off message about needing me or my attorney to call back. I have no idea who or what this could be and when I called back with a blocked number it just rang a few times and gave me a busy signal.

    I do not answer unknown callers. Someone with a speech impediment, or strong oriental accent called earlier today.  
    The caller did leave a voice message, to the tune of:
    "The issue at hand is extremely time sensitive. This is officer James Morgan and my number is 202-747-2167, again 202-747-2167.
    Now, don't try to disregard this message and do return the call. If you don't return the call or if I don't hear from your attorney,
    I can only wish you good luck as the issue unfolds on you. Thank you and goodbye."
    I called back from a "private number" phone only to get a busy signal and get disconnected after three rings.
    Does anyone have an idea as to what do these type of scammers are after?  Similar to hacking a PC, are they trying to establish a "zombie" (repeater) cellular network of sorts?

    I just got the very same call...only it was a different name...Mike Jones (officer)
    all the wording is identical.....thinking about calling the better business bureau or  similar !!!!

    The BBB is the wrong place to report this scam, they are not a regulatory agency. Do report it to the real IRS in the link in the post just above yours.

    I got this scam phone call today. I told them it sounded like a scam and if they are interested in prosecuting me to mail me the information. The guy got mad at me and said since I'm not cooperating the IRS is now going to prosecute me. I told him to mail me the information, and he hung up.

    I wrote letters to my Senators and Representative, using the above format.

    I tried doing a reverse look-up on the phone number, but the only information I was able to obtain is that the call was made from Washington, DC. I called my local law enforcement as suggested above, and the cop said there's nothing they can do since I wasn't actually scammed.

    Then I called the FBI, and they said I would need to file a report with tigta, which was suggested above.

    I tried to file a report, but they don't allow me to file a report since I didn't actually get scammed.

    So it seems the only thing to do is to send emails to your politicians asking that the Federal government start doing something about these phone scams.

    Oh, and I tried to report it to the IRS, but there's no way to report it to them if you're not a victim having lost something.

    The line is registered for Global Crossing which was acquired by Level 3 communications.

    It's correct that most agencies will only accept your report if you have become a victim (including FTC as I just found out). But that already applies if you gave up personal information.

    Won't do much good.  These people are Indian scammer/extortionists and ignore all US laws.  They are beyond the reach of US law.  Call blocker is your best bet.

    I don't know why I was unable to file a complaint before, but I tried again and was successful at filing a report with treasury.gov/tigta.

    I called this number back and it was disconnected.  Its a big tome scam and I dont have time for stuff like this.  Please takeme number off the list and get these scammers off the phones and behind bars where they belong posing as fbi agents.

    I just received a call from 202-747-2167 that basically I feel was a threatening call - I did not answer the call, however an oriental man left a message repeating the number twice and if he doesn't here from me or my attorney, he wished me good luck as this unfolds???  How can I stop these types of calls.  I have had my phone number cloned twice, so I don't answer any unknown numbers.

    My husband & I got the same call 1-202-966-7226 Officer James Morgan he is from the District of Columbia they will never be stopped. It happens everyday .

    Voice mail message from "Officer" James Morgan 202 747 2167, same as previously reported, telling me or my attorney to call.  Very strange accent, sounds as if someone was coached on "proper" pronunciation, but didn't quite get there. I've been teaching ESL for 40 years, and have never heard anything like it.

    Missed a call from this 202# they lwft a massage saying call back asap its a legal mater I need get hold my lawyer and all this..I called back and listened to what they said but could tell it was wrong...block any 202 #

    Just another low life criminal from India. This one actually tries hard to hide his accent. Also tries hard to show his stupidity than his other pals who call from all places and can't speak well!. A so called officer who  is [***] and going to arrest me. We need to find a way to shut up this [***] to practice fraud. Here is my answer to the criminal if he can read, go to hell or we are going to arrest you and it will be worse than hell!.
