They start off by saying "This is not a sales call."

It is a robodialer trying to "give you" a free wireless home security system.

Telemarketing.

Perhaps there could be something that I could have in hand that would emit a feedback signal to the "robodialer" that would then cause it to melt down and be forever out of service.

Want to stop repeated telescam phone calls?
Try these alternatives:

1.  Do not answer the phone if you see an unknown number on your Caller ID ... let it go to answering machine or voicemail.  Many telescammers hang up after 3 rings.

2.  If you have a smartphone, get one of the inexpensive or free phone blocker apps at your online app store, and learn how to use it.

3.  If your cel is not "smart", read the manual to learn how to set up a "group".  Assign the scammer's phone number to that group.  Also assign a "silent ring" to that group.  You will not hear future calls from that number.

4.  Google NoMoRobo, and visit their site, to see if your phone system is compatible with that system.  (It may or may not be compatible).

5.  Contact your phone service provider.  They may have a facility or method to allow you to block numbers.

6.  If you buy things online, you might want to google "Amazon phone blocker" to see what devices or apps Amazon has to offer for landlines or smartphones. Similar devices are for sale on eBay and other online stores.

Another way to stop telemarketers:

If I have time when they call, I pretend to be interested in their product and make up personal information (name, address, related details) and try to fill their customer database with junk.  I once talked to a telemarketer for close to 20 minutes before informing him that everything I just told him was made up and as long as they continue to waste my time with unsolicited calls, I will continue to waste their time with made up information.

You have to get that last part in quick.  They usually pause for about 5 to 10 seconds while they process the fact that you've just fed them a bunch of fake information before they hang up on you.  I had the same company call me over and over for months then I did this to them twice and the calls stopped.  I think someone recognized that I was costing them valuable sales time and put me on their "do not call" list!

Got dead air on first call, likely a robocaller that didn't start soon enough.  They called back 30 seconds later but left no message.  Blocked them on google voice.

Placing these phone numbers on the Federal "Do Not Call" list does nothing.  That service only collects complaints from consumers so that someone with the gumption and money to file a class action suit against the robocallers will have a list of potential clients and an idea of how many people are gullible enough to believe the Federal Government really cares for them.

Horse hocky.. The database is for all agency's to use, not just lawyers. Maybe you should go over it.. and then point out where it say's that!

I wish 800notes would build an app to which we could buy/subscribe and if a number has enough thumbs down in their data base, we'd get a notice on our phone. I guess it would have to scan the number as it came in, compare it to a data base and post a notice if it hits the data base. All of us would keep the data base current by just logging in and giving the thumbs down to the unwanted number....and if you build it, please don't hirer telemarketers to sell it.

Got a call from this number on my Google Voice line.  I do not give out that number, therefore this is a telemarketer.

If I ever get a real person, I'll tell them my address is 123 Fake St.

These people found my cell number. They have no business calling  and bothering people like this.

Received my second call (in 2 days) from this "outfit", but this time it rang about 4 times (while I watched) before it stopped. I'm pretty much a member of the "give 'em a fake name, number an' address club", so maybe if I answer the next time (if there is one) I may go that way. Return the favor of wasting ones' time. I like to give 'em numbers of other telemarketers and/or collection agencies.
