I received a call from someone who sounded Indian and requested to speak to my granddaughter.  Upon digging into it he stated it was regarding a Us Treasury tax which she owed.  He provided this number as the contact, Daniel Rich, Investigator.  The number doesn't ring, I believe this is a rip off type call.

The IRS does not initiate any legal action over the phone. Report it also to your local law enforcement agency. The scammers use magicjack (Ymax corporation) voice over IP lines. This is against this company's terms of use and can lead to termination of their contract. However only law enforcement can initiate the contact with Ymax. Ultimately this is a case for the FBI legal attache in Delhi or Islamabad. If you are really annoyed call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction (and the NSA can finally be a force for good).

Received 3 calls one after another with the Caller ID "district of Columbia". Answered but no one was on the other line.

I just got a call and he made me stay on the phone for 45 mins and said i couldn't hang up or i would go to jail. He told me to go to stop and shop to get a tax pay voucherI, stop & shop said no such thing exists, so then told him i was driving to the police station now and we could both talk to the police to see who was going to jail, me or him, this is total fraud. Then this guy had a fake 911 call from fake cop who gave a badge#, when I asked him which police station he was calling from he hung up, FRAUD FRAUD

Got this call this morning... relentless.
I finally picked up and he said my tax dealings have been sent from the IRS to The US Department of Treasury.
Complete scam... wanted $9k from back unpaid taxes via an offer and compromise. Having a strong legal back round, I started to "play" with this guy, who said if I do not act on this during his call that it would trigger a warrant for my arrest, contact the department of labor and seize my bank account. realizing this guy was FOSht. I explained that I worked as a special agent for the US Attoneys office and I was awaiting his call... He couldn't hang up quick enough..

I received a call from a Indian accent stating I have a warrant for my arrest for an outstanding tax bill.  He requrest that I give him checking account number to pay the bill immediately.

He was insist that I give him my social security numberr and bank account.   This is a fraudelent call trying to scary innocent people.

I received a call with Middle Eastern, Pakistani or Indian accent about IRS tax fraud and fine and imminent arrest. In the background I heard Moslem names - Muhamad and Ahmad. I cussed at the guy and asked if he was a Moslem. He started yelling at me, asking me to never insult Allah.

Obviously, this is not the real IRS, and is a scam.

Obviously!   I'd like to send a drone to their neighborhood.

got a called 6:30 AM in the morning, picked it up, and it was a recording, that

"This is from IRS, and we have initiated a lawsuit against you, and you need to call us right the way at 202-864-1278, 202-864-1278."

Got a little concerned, but just does not sound right at all.  First of all, if IRS is taking any action, would be by mail.  Checking online, and thanks to all of you who have posted your experience, and now I can relax.  

Really too bad we cannot take action against these guys here in US.

20 min ago, I got a recorded message: "We've been trying to reach you. This is a final call from IRS. The reason of this call is to inform you that IRS is filing a law suit against you. To get more detail information please call 202-864-1278." The caller ID is "713-201-1276".

I also got this kind of message from 202-864-1253 asking me call back to officer Eric xxx.

Got a phone call from this number at 5am and left an exactly the same message as the above.  The caller ID is 'NAME NOT FOUND'.  It is really annoying!

I received a message too, there are many people like this trying to rip off innicent people and trying to take their identity too. Do not facilitate these cheating, lying people. If possible, cuz them off and hang up the phone. Atleast, we could get some satisfaction that we yelled at them!
I am really annoyed at these people, since that same Eric guy from the same number called a few months ago and had me scared silly. I am from India and if this was a guy from India, he is a shame to all law abiding, hard-working, honest Indians everywhere!

Please have FBI find the person behind this phone#, so annoying. they keep calling to say that they are IRS. really BS

got call from 2028641278 claiming pending IRS law suit.

I got a voice message saying that it is from the IRS claiming pending law suit.
I got the similar call message from another phone number : 571-290-2027.
I found out both numbers are scam. This is very annoying . The public deserves to be aware of this kind of scammers and know how to protect their right . We should get the congress and police enforcement involved to stop this kind of harassment.

How is Congress supposed to stop calls from Pakistan or India?

The IRS, as well as news stations and many websites try to warn people about this scam.

One would think people would recognize the scam by now, and ignore such calls.
However, if those people are too engrossed in watching porn on their computer, or honey boo boo on their TV, they will miss all the REAL information being disseminated about scams and other news.
Self-reliance ... something that seems to be disappearing rapidly.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
