This is a Pakistan or India based IRS scam. Do not fall for this.
    Read http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm
The IRS does not initiate any legal action via phone. The scammers use voice over IP lines (e.g. magicjack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of use and can lead to termination of their contract. However only law enforcement can initiate the contact if you yourself are not a customer. Therefore, report it also to your local law enforcement agency. Ultimately this is a case for the FBI legal attache in Islamabad or New Delhi. If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction (and the NSA can finally be a force for good).

You can use the following template for your letter or email:

    Senators
Use the district office address of your senator as displayed on http://www.senate.gov/
Your letter should be addressed as follows:
    The Honorable (full name)
    United States Senate
    Mailing Address of District Office
    City, State, Zip Code

    Representatives (House)
Use the district office address of your district representative as displayed on
    http://www.house.gov/
Your letter should be addressed as follows:
    The Honorable (full name)
    United States House of Representatives
    Mailing Address of District Office
    City, State, Zip Code

    Dear Senator/Representative XXX

As your constituent, I am writing to urge you to demand decisive action from the FBI, the IRS and other federal agencies against organized crime directed against American citizens from abroad.

As widely reported by local and national media all across the United States and warned about by the Treasury Inspector General for Tax Administration (see http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm) a tidal wave of fraud using Internet phones has hit the United States. Millions of dollars already have been stolen by criminals impersonating federal officers while hiding in countries like India and Pakistan, where most of the calls originate. There seems to be no end of it in sight.

I have personally been targeted by these scammers but it is the most vulnerable among us that I am concerned about primarily. The scheme is specifically singling out those that can least defend themselves against these crimes, in particular the elderly. I am also worried that given the origin of these gangsters, the money stolen from US citizens may be used for financing of terrorism or other activities directed against the national interests of the United States. But in spite of this clear and present danger to our country and its citizens I have seen no action worth mentioning by the FBI, the IRS or other federal agencies so far.

As a member of Congress overseeing the law enforcement agencies tasked with fighting fraud and ensuring national security, I implore you to make sure that they act on these threats and are given all the necessary resources to target these criminals in cooperation with foreign law enforcement.

    Yours sincerely

I received a call from someone who could hardly speak English who left a message on my phone saying he was from the IRS and that there was going to be a warrant for my arrest for tax evasion or something like that.  Which of course I would know if I had done anything wrong!  He said his name was Nolen and left a number for me to call, but I am not going to call. The number was 202-864-1329. Interestingly, he did not address me by my name which the IRS would at least know who they were calling.

I received a call from this number on Aug.4th.  he said his name was James Anderson, he also had a thick
accent (Pakistan/India).  He said he was from the IRS and they had    AUDITED MY RETURNS FOR THE YEARS
2008/2012.  In this  audit they  found that I had   COMMITTED  TAX FRAUD,  and I owe  $8,859.00
He went on to say if I  did not send  the money they would then see me in court,  I would lose my  case.
and then owe the IRS up to $38,000.00...

I said hold on please I have to take my heart meds.  (I went to get a  sprite)
When I got back to the phone Mr, Anderson  told me I need to look up and read the IRS FRAUD CODE of 1986/1996
He then gave me his  ID#010324,  REG/IRS#1440, case file # and so on....
I said I am not going to send any money,    I will have my CPA look into this matter.    I then hung up the phone.

I have reported this to our local  police, the IRS office, on my face book, and now here.

You'll never believe this , he called me back the nest day.    Thank god I was sleeping

I got this call on my answering machine as I don't pick up on numbers I don't know . They said I owed money to IRS and there would be a warrant for my arrest. I knew the IRS would not make calls like this and I will not call back. It is very annoying  though and I am also on the do not call list....

Some one calling himself "Melvin Beckett" just left a similar message to those previously reported here. Also a thick accent; no demand for money, but urged me to call him back before the "warrant for my arrest" was issued. I am waiting for the sheriff to call back and take my report. I will then call the number back, and blow a loud horn into the phone, once I know a person has answered. May not do any good to discourage the scammers, but I'll feel better.

I too just received a call from 202-864-1329.  I actually missed the call and same heavy accented india/pakastani guy "Nolan" left a message threatening jail time and tax evasion.  I work nights and tried calling it back at 3:30am with no luck but a,  "we're sorry this number is not in service please try your call again later".  I then tried it again from my work phone and received a different but similar message,  "this number has been disconnected and is no longer in service".  I found it very odd that when called from my cell phone the disconnect msgs were different. Knowing my tax history throughout my entire life as nothing to worry about I started looking into how to get in touch with the IRS concerning this.  I found all the WARNING messages about the current scam so i figured that was wht was going on here.  I then typed the phone number in google and this was the first site to pop up!    Thanks for these posts it definantely feels good to know someone else has the same issue same name same scam!!  I will spread the word and be contacting all the appropriate authority in the meantime...

Similar to Susan--Received phone message that I had committed tax fraud or tax evasion; heavy accent; tried to return the call at 202-864-1329 and but each time I recieved the following message:  "all circuits are busy now, please call again, later."

Called the IRS and was informed that there was nothing wrong with my tax account.  IRS agent suggested that I contact IRS.com;  at the bottom of the home page, there is box called "Important information" --click "phishing"  --click request to Treasury Inspector General and detail your experience.  (Not sure I am accurate about the above instructions from IRS, but there appears to be a method to alert the Inspector General).

Report the Calls to the real IRS here:
•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.
