    Confirmed fraud attempt (IRS script, "Officer Black"). This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

    As general background information, here are a few things you can do:
    1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

    2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and or law enforcement (local police and/or state attorney general)

    3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf).     Called and left a message asking to call this number back. I could easily tell the person was forcing his voice to sound authoritative but he did a very poor job. If this wasn't as serious a scam as it is, it would have been hilarious listening to this guy trying to fake authority.

    He hung up on me
    I kept calling back an making fun of them
    Eventually they stopped answering the phone as IRS
    I am going to call them every chance I get until this phone number is disconnected

    I would call your local county sheriffs office and explain what the first guy wrote up top.  I for one have called them back and have played all kinds of games with them, telling them I was some important big wig.  HA, they will get arrested.  Then another scammer will come along.   Dumb [***]

    The people are calling saying that they are from the IRS and demanding back taxes, that I owed.  They threatened that if I didn't come up with the money by 5:00 PM , that I was going to be arrested.  Officer John Walker is his phone name.  He can't barely speak English, so that is definitely not his real name.   I am going to call them every chance I get until this phone number is disconnected  Everybody call them, to put them out of business.  I told the guy to get a real job and stop stealing other peoples money.

    Annoyed with this crap
    I received an automated phone call from Officer John Parker at 202-864-1386.  He said he was from the IRS and I needed to call back to "avoid unfolding situation" or something like that.  He had a bad accent and tried to sound authoritative.
    It is obviously a scam.  I did not bother to call back. These people really need to get a life and a real job.

    I had a message saying to call them back as I had an outstanding situation and If I did not he would have to arrest me, I called the 202 864 1364 number and He said he was an officer with the IRS  and my SSN number was involved in an attempted to defraud the IRS.Once I told him I had my Taxes done through an Accountant he hung up.

    Yup, same routine for me.  I called him back expecting a disconnected number recording while I was looking up the number in Google, but it went through, surprising me.  So I offered to give my credit card number to pay the whole thing off right now.  Guy sound shocked that their scam worked- took him a few seconds to respond.  So I made up a really obvious bogus CC number and expiration date and 3-digit verification number and asked if we were all good now, he said yes.  So then I said "by the way, did you know Magic Jack is going out of business because they can't control IP calling fraud? It's all over the Internet."  Guy sounded really worried, asked for confirmation multiple times that Magic Jack was going out of business.  I hope he has a really crappy day.

    I received a phone call from this number 202-864-1386. The man with a middle eastern accent played an automated call saying he was an IRS agent and they were taking legal action, etc. I called back and got a middle eastern male with the same accent. I asked for his supervisor and told him the IRS does not initiate legal action via phone calls. The supervisor had the same accent. I told him I knew it was a scam and he said something rude. I told him he was an idiot and I was reporting them.

    Called today saying if I don't call back legal action will unfold in me.  This really made me feel like a criminal the past hour or two. Disclosed he was from IRS, I gave him my name, he said he was looking for someone else. I opened a gmail acct recently, shortly after started receiving calls from off numbers like 000241123 on ID. I wonder if their system is breached?!

    Received a call from (202) 864-1386 at 1:47pm central today Sept 9, 2014.  I don't answer calls unless I know who is calling.  I didn't answer, but I was surprised the person actually left a message.

    This is the message they left:  (I could not understand the part he said about "wizardness".  But that is what it sounded like to me)

    This is Office John Barker, and the hotline to my "wizardness" is 202-864-1386.  I repeat, 202-864-1386. Don't disregard this message and do return the call.  Now, if you don't return the call or if I don't hear from your attorny either.  Then, the only thing which I can do is to wish you already good luck. As the legal situation babbly unfolds on you.  Until then, take care and have a great day.

    Got a call and a voice mail so I decided to give the number a call back to see if they had a block list. The person on the other line (Officer Barker or Black- I couldn't tell) answered and asked who I was. I wouldn't tell him and he got mad and called me an idiot so I said, "wow" and then he replied with "THATS WHAT YOU WILL BE SAYING TONIGHT WHEN I [***] YOU. UNLESS YOUR NOT WILLING THEN IT WILL BE RAPE." I don't find this funny at all and I would like to know where to report to where it will be taken care of.

    I had two missed called from this number today.  I called the number back and some guy with a eastern accent answered the phone, "IRS" and I said yes you keep calling my number.  He said what number are we calling.  I provided him with my phone# and he said he doesn't show them calling me. He confirmed my # again and said he doesn't show calling me.  So I said, "ok then, please add me to you DO NOT call list and I will go ahead and block YOUR number".  He said ok and hung up.  He never asked me any other questions.
