Yes I got a call from this number saying they were the IRS just making sure it's not a scam

Report it all you want but what do you think they are can do about it? That's right...NOTHING. First of all its out of their jurisdiction, second of all the numbers are spoofed and untraceable and third, if they COULD do anything about it, it wouldn't still be occurring. The only way these scams stop is when stupid people quit falling for them. You have to be an idiot to give your personal financial information to some accented moron on the phone.

Yesssss it IS a scam, a very well orchestrated, overseas ring of blackmailers scamming money from people terrified to hear they have a felony warrant out for their arrest. Do NOT call them or answer any more calls.

This number keeps calling

This is clearly a SCAM. The IRS would not notify anyone of tax fraud via voicemail. Don't answer their calls. Don't call them back.
