It is a collection agency.  Cable company did not provide service for 6 weeks months and I refused to pay the $85 bill 2 years ago.  Using a different service.

They have called me every day for weeks in spite of the fact that I never ever answer and never leave a message on my answering machine.

This was the message they left on my Google Voice number:  (I blocked the number after finding this info page)
