I received a call from this number at 8:52 p.m. CST, but when I answered there was no response for several seconds and the call ended.

This is a bill collector that is set up to harass anyone at their will. They called me at 9:26PM at my home phone number. They request is this your SSN and they give the last four digits. I am sure no one want to be harassed by these companies. They should not be allowed to call at will all people with the same name for bill collection.

These people are calling under several 206 971 numbers so all of them should be avoided.  It is illegal to call before 8 am or after 8 pm in violation of the Consumer Protection Act, but creditor's violate it all the time.   They also will send a debt to a new collector even if the statute of limitations has expired in WA.  If you do not pay on a debt for six years and it hasn't been reduced to judgment, then it is gone.  But you have to make sure you haven't paid even a penny in that six years because it restarts every time you pay something.  The biggest mistake people make is they pay a small payment and this restarts the statute of limitations all over.  But, if you get a call from a collection agency on a debt you have not paid on in more than six years...ignore it.  They can't reduce it to a judgment then.
