My phone shows that this is a public survey, however, the first time I answered the call no one answered on the other end when I said hello.  I've received this call several times now, the earliest 8 am Eastern time and 9 or 10 pm Eastern time.

We are on 'do not call' also but it does not apply to politicians and I think that is very wrong. It's time something gets done about this. We just finished our evening meal when the phone rang and nobody was on the other end. If other companies have to abide by the 'do not call registry' then why are politicians and public polls not made to follow the same rules. This is once again our Government doing just what they want, regardless of what we want. I don't want to be bothered over and over by these annoying calls.

Please, dod not call. These calls are very annoying. I am sick and not up to getting to the phone.

Have been receiving periodic calls from this number. We are on the "Do Not Call" list, but this doesn't seem to matter. How can we stop this?

Here's what I received from the FCC:

The best way to provide all the information needed for the FCC to process your complaint is to complete fully the on-line complaint Form 1088 which can be found at http://esupport.fcc.gov/complaints.htm. The Form 1088 first asks you to select the specific telemarketing activity that you are complaining about, and then directs you to a section of the form that asks specific questions relevant to that activity.

reported to the FCC as suggested by coment # 10.  Did it all online and download a letter of complaint directly to them.  Hope it works maybe more of you could go to the FCC site and do the same.

easy to follow and just takes a minute.
Lets flood them with complaints and maybe then will put a stop to the calls.....
Maybe,  they will get nailed with some fines for calling numbers on the Do Not Call Registry also.

I don’t know if this will work for Fairpoint, but if you have Comcast, you can block the number with a call screening option on your phone.
To activate Call Screening dial *60 to activate this option.
If the person you want to screen just called, you will be prompted to dial #01#.
If you want to add the number to the list, have it handy and follow the instructions as prompted.
It’s a great service and they will only be able to call you once!  
If you want to stop all private calls coming in dial *77 to activate.  This will not stop Anonymous calls, but if the person calling is intentionally blocking their number, they will not get through.

By the way, these services are free to me as a Comcast customer, but again, I don’t know if they work for Fairpoint or Verizon or if there is a charge for it.

Remember, they are doing a SURVEY...not selling you something.
Therefore, they can call.
DO NOT CALL list do not apply to non profits, civil, or political calls.
If you are on the DO NOT CALL list, it is for telemarketers only, not surveys, informational calls, or solicitations for donatations from politicians, firedepartments, police, united way, Red Cross, etc. etc.

Several calls from 207-604-5525 and no one is on the other end when you answer.
this occurs from 8 AM and into the PM hours.

I also filed FCC complaint.  Lets flood them!!!

This number has called us multiple times, several times per day for the past three weeks or so.  This number has called at various times during the day, even late in the evening, past 9 p.m., this is not acceptable, as I have young children, and I especially do no apprectiate calls later in the evening, but particularly, if it is some survey.  Because the number says public survey, I have not answered.  Today, however, I did answer and noone was on the other end.

I work 12 hour shift work.  It is very hard to get a good sleep with it being interrupted all the time.  I do not want to take their survey.  I hung up the first time so that should have been a clue to them.  So why do they keep calling back?  Can they torture me like this to force me to take their survey just to get them to quit calling me?  I can't turn my phone off just because of them, what if someone needed to call me for an emergency?  It's every day, sometimes twice a day.
To the person above who talked about blocking calls.  Yeah, sure Fairpoint allows you to block calls...for an additional $5 a month!
I think it is an abuse of the phone lines for these folks to keep calling me.

I did a little bit of digging.  A reverse phone number lookup shows that the number 207-504-5255 is carried by a company called CTC Communications Corp.  They have an office in South Portland 207-773-8854 and an office in Bangor 207-990-2100.  However, when I called them to complain about a number they are the carrier for I get a recorded message:
