When I tried to call back, the line was busy as well. Seems if it were the unemployment office they would leave a message, and not 20 seconds of silence.

I checked all of the phone listings for the unemployment office in Augusta, and this was not one of them.

Why would an active number come up out of service?

Please do a web search on "Caller ID spoofing" for more information. The number that called you is not real. The criminals calling you changed their caller Id to that number.

It will be out of service if it's a faked number on your caller ID. Scammers operating out of call centers in foreign countries use VOIP or Magic Jack to display faked phone numbers and in some cases, company names.

Sorry to say, we can no longer trust caller ID information, as it's easily spoofed. Sometimes the numbers are non-working (chosen at random, and simply not currently in service) but other times they are real numbers of banks or companies, with the scammer pretending to be an agent of that bank or company.

NEVER give information to someone who calls you cold, out of the blue. If they claim to be from a bank or credit company, (and only then, one you do business with) hang up on them, find a valid number for the bank or credit company (from a statement or the back of your credit card) and call that number back, then ask if you received a call from them and what it was about. A lot of the time, you'll hear "No, we didn't call you."

My complaint is whoever the caller was stated they were the state police also stating they worked for the dispatch for the state police. They left a voicemail saying  stating they also worked for the state police.

They called me today stating they were the state police. I called the number back and the lines dead. Also I called the state police and none of the state police on duty were looking for me. Seems it's a scam

It is a number that shows up to your phone when calls from some Maine state government offices in Augusta are made.

I know you won't come back to answer this, but why would you look up a number if you already know who it was that called you?

Was called on Sunday Sept 23, 2018 @ 4:57pm.  The first 2 calls were Private Calls which I REFUSE to Answer!~  The 3rd phone call, revealed THIS Phone Number from a Male who Identified Himself as a Maine State Police Officer.  He did NOT give his name when asked.  I thought this whole thing was a Hoax?  Guess it is up to me to Contact the Barracks of the Maine State Police to Report the Incident.
    • Caller: NO NAME LISTED
    • Call type: Scam suspicion

Missing some info, but from what you have, I think you are right to be skeptical.  If that was State Police,  I think they have to identify themselves by name.
What this caller want? The other post here mentions an unemployment case, but has no other details, so it is hard to get a fix on what might be a scam.
