I answered and it was a recorded message telling me it was urgent that I call to lower interest rate on my credit card. I hung up. Sounded like a scam to me.

Received a call from above number, message "urgent call to lower interest rate, press 9 to talk to someone".  I pressed 9, got a live person who starting asking me questions about my current balance, etc.  I advised the person, "you called me and you should know what my balance is" and the caller hung up.

Received call on home phone.   I do not answer calls that I do not
recognize.   They did not leave a message.   From the one's who answered above, looks like I did the right thing by not answering.

I get calls for someone I do not know, started from day one when I got a new cell because I wanted an iPhone. I have told them this many times and have collected the numbers they call from. Google shows them all to be Portfolio Recovery Associates. DNC has no effect either FYI, I think it pisses them off more or something because it just won’t stop. I am in AZ and will be going to the Attorney General to file complaints being this is my cell phone and they refuse to accept I am not this person they seek. Numbers I have got in the last 4 months are….

I have been receiving phony calls like this weekly since staying in Cancun, Mexico last year. The timing was exactly perfect with my return. The place I stayed was full of Russian/Armenian gangsters. I left early because the place was so dangerous. My mistake was telling a taxi driver there how bad it was. He apparantly rushed this info right back to them because some of them(at least 2) followed me home on the plane! I have told TSA, FBI and the SBI everything that has been going on ever since. I was followed more than once in the first few months after coming home.
I had been to Cancun 3 times before, but you couldn't pay me to go back!
If you don't own a weapon, seriously consider getting one. The government's not protecting any of us. Just look at the Underwear Bomber.
These criminals obtained your # somewhere, and like me, they probably know where you live, too!
