The law is just not adequate to deal with the technology available to today's scammers. Anyway, it was never intended to deal with crooks in the first place.
If phone carriers actually wanted to stop robocalls, I think they would be eliminated pretty quickly. Phone companies are "common carriers", by law.
That means they must allow everybody to use their services, unless the company is notified by law enforcement that the user is committing crimes.

So, the phone company cannot universally block a number merely because YOU complain ... however, they might give you the ability to block those calls to YOUR phone. Even better, you can protect yourself, by using a call blocking phone, app or other device.

I always listen to the pitch and then press "1" to speak to a live person. When they say hello ask who they are
speaking to, I don't say anything and just stay on the line until they hang up. This is a waste of their time and most
get upset and some try to say something negative in an effort to make you talk. I never talk and it seems to upset
them even more. By doing this I've learn answers to questions that if I asked they would not have hung up, LIKE;
