anyone get a call from this #!! and who is it ...

call was a recording and asked to select to speak to a representative.
When I asked what company and card they mentioned in the recording to lower the interest rate,
the operator HUNG UP ON ME!!!
I tried calling back several times, and the line was busy, busy, busy.

WHY IS THE FTC ALLOWING SCAMMERS TO CONTINUE THEIR BUSINESS??!!

Same here ... no message and when i tried to call back line busy ... added to my call blocker!!!!

Got the call and hung up.  Assume it is a scam waiting to happen

This # came thru on  my cell phone and I answered.  It was about credit card, etc. Now I know that DO NOT CALL also doesn't work on my cell phone.  This call used minutes which I pay for.  Where is the FCC?  Are there any competence at all in our govt.?

Never answered, sounds like it was for the best. They didn't leave a message either. Cell phone telemarketers? BS

Got a call from these folks.  The recorded announcement was talking about a reduction in my credit card rate to as little as 6.9%.  I pressed 1 to talk to a rep.  I asked the rep, very bluntly, to identify the card about which they are calling.  He said he is calling about my Visa and Mastercard from about four different banking institutions, all prominent ones, though I don't remember which four.  I asked if he could be more specific, and he indicated that they call out for multiple banks, so I asked him, one more time, to be more specific, at which point he hung up.

The banks he listed are ones with which I do not have credit cards, but they were big enough banks that I'm pretty sure most people will have a card with at least one of them.

A callback gets a busy signal, as noted by others.

Obvious scammer is obvious.

Got a call that woke me up first thing this morning.  From Jian Zai-Nan.  Who is that?  Why are we getting these calls?  Why don't they stop?  Does anyone know how to block these?

Received a call from 1-212-577-2604.  CID was Jian Z.  I gave it the old one ring pickup and hang up process.

Call to my cellphone. Didn't answer, looked up the number, Google snippets said it's Jian Zai-Nan's landline in New York, but Caller ID numbers can be spoofed. I didn't take (or pay for) the call, so maybe it wasn't Jian. Appears to be an illegal call, but I don't have time to file a complaint with my state Attorney General. We have strong phone privacy laws here, but it's time consuming to file, so I've given that up.
    To the folks above who want to know why something isn't done, last time I pursued a persistent caller, the Attorney General's office said they couldn't catch them for years. It turned out that an LA entrepreneur was renting out call-scam server space to dozens of "boiler rooms" using the same message. At the time rent-a-scam wasn't illegal enough, plus they kept moving around one step ahead of the law. We have strong phone privacy laws here, but it's time consuming to file, so I've given that up.
    As for blocking, the scammers just keep changing the spoof number.  The only defense is to not answer cellphone call numbers from area codes you don't recognize as people or businesses you know. Also if it's important they will leave a message; scammers don't. Retired landline users may not be able to afford Caller ID, so just instantly hang up when you hear an automated message.

Do Not Call isn't automatic. Telemarketers must comply with the law by downloading the current Do Not Call database list and programming their call computer to not dial any of those numbers.
    I suppose the government could make the NSA even more powerful to control what phones could call other phones to enforce Do Not Call, but maybe that's not wise.

Yup. Same number. Also some 703 numbers and 506, I think. It all starts with those unavailable calls. From what I have read, never pick up from any of them and hopefully they will stop.

9:07 am on October 24, 2014 – Received call from Jian, Zai-Nan from phone number 212-577-2604. No message was left. I am contacting the Texas Attorney General Office's about the call and report the number and company. I'm on the “Do Not Call List.” FIGHT BACK. Contact your State Attorney General's Office!!!

Consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
