why is it even legal to display a number that is "no longer in service"?

scammer calling from out of the country claiming to work for the United States grant department....hope no one falls for it

This caller would not speak to leave a message on my machine but I could hear someone on the line. They blocked caller id, it said "Name Not Found". Anyone that goes to that effort to hide is definitely a scammer. The area code is the Los Angeles area but it is probably a spoofed number or voip call. Block if you can and definitely report them.

CID is name unavailable.  Blocked by Nomo.

I just received a call from this #. CID the same as earlier Posters - "Name Not Found". Blocked thanks to these reports.

The caller, CALIFORNIA ( displayed as ID on our phone. ), called us @15:05,07.14.2015, while we were not home.  I returned the call hiding our number @ 21:20, 07.18, 07.18.2018, a lady message  indicated " the number is not in service.". The message seemed not from my phone company.
According www.800notes.com above, this number is used for calling people randomly since 07.10.2015.

Received a call today. Same issue

The caller, CALIFORNIA ( displayed as ID on my phone ), called us 2nd time again @ 09:55 A.M. We opted not to answer, When I returned the call hiding my number, again  a lady recorded message indicated that number is not in service.
According www.800notes.com above, this number has been used to call people randomly since 07.10.2015.

I returned the call around 18:55, my phone company's message indicated this number is not in service.. According www.800notes.com above, thousands of people reported this unwanted call since 03.26.2015.
Caller: CALIFORNIA. The caller, Anaheim CA ( displayed as ID on our phone. ) called us @ 13:24, 07.22.2015. According www.800notes.com, 7 people already received this unwanted call ahead of us, but no time & date mentioned.
The caller used the following numbers & CALIFORNIA as id to call people randomly. I hope FCC or FTC can stop them

This people say they are from "CSI" and when you ask what that is, they say it's California State programs and you are qualified for reduction in energy costs.  I said, "we are on the do not call list" which usually gets an automatic hang up, but this time the guy persisted and said, "don't you want to save money" and insisted they are a government program.  Not the first time the "government program" has called.  Probably not worth blocking the number because they will just call from a different number next time.

Call came in at 12:08 pm today. I was out.  Glad to read an earlier report that NoMo blocked it!

The caller, CALIFORNIA ( displayed as ID on our phone.), used 213-547-8273 to call us @ 17:00 for 4th time. Today my Verizon phone company said the number is not in service.
According www.800notes.com people started reporting this unwanted number since 07.10.2015.
IT also uses 213-257-5233 calling many people.
