This number called my phone and left a message stating that my social security number had come up in a criminal case in my county and that I need to contact them immediately. Voice in the message was recorded and my name was never mentioned.  I really hate these calls.

Try not allowing messages and you'll hear nothing from anyone you don't want to. Many of the calls aren't addressed to anyone in particular, but whoever answers, instead. Anyone who answers or has an outgoing message will be the one automatically in 'trouble'.

This number recently just called me and said the same about my name and s.s number coming up into a criminal investigation. Things like this should be handled because I thought something had really happened.

The same thing just happened to me also, and i was totally freaked out, but now that i know it happened to other I'm not worried about it

There's nothing to be worried about, especially if the caller leaves no mention of your name or you've gotten nothing in the mail regarding any 'unpaid debt' or 'criminal cases'. The motive is to scare you into paying a bogus debt and they figure after throwing more 'scary' stuff in their messages, you'll be terrified enough to do what they say. It's not uncommon for the numbers they leave to call back to be nonworking, it's only thrown in to seem believable.
