This is not a valid exchange in 214.  CID was "Name not found"  It is obviously spoofed.  They called and got my machine telling them we don't answer anonymous calls and answered "all right" to the machine and hung up.  I don't know why AT&T allows spoofed numbers, except that they are completely  worthless.  Don't answer a spoofed number as it is certainly a scam!

214 is the area code for Dallas

There are no exchanges in North America that start with a 0

Call went to voice mail today and no message was let.  Background noise suggested it's from a calling center.  Same # has been calling every other day.

I knew better but answered this call anyway, on cell phone.
Caller had heavy accent and knew my name AND address. Many voices in background (e.g. call center).
He wanted to tell me about low-priced options to refinance my home.
It is extremely troublesome to me that they identified (but mispronounced) my name and my home address.

I know it is a Dallas area code, as I LIVE IN IT.  This call did NOT originate from Dallas, but more likely from India, Pakistan or Nigeria.  It is SPOOFED!  They continue to call even though I always hang up on it without answering.
