caller hung up. called back and a recording said "the number you have called is unallocated"

these people have called my home from 12pm to 8 pm i had to unplug my phone, something really needs to be done about these calls i yell them and it doesn't matter they call back.

why do they even bother calling? Un-Allocated? what?

I've gotten 4 to 5 calls from this number in the last three hours. I answered the last one, it rang, and someone answered, but I hung up.
