J2 Global Comm continues to call even though we are not on the do not call ist

Got a call using a recorded voice pitching "an important survey...", "please press '1' to continue...", etc. -- i.e., the usual forward-to-boilerroom scam method.  After the call, I hit '*69', which returned this number.  

Note that such calls are a FEDERAL CRIME under U.S. Code, Title 47, Section 227 (cf. <http://www.law.cornell.edu/uscode/html/uscode ... 27----000-.html>); see subsection/paragraph (b)(1)(B) in particular.  This is above and beyond (and has nothing to do with) the so-called "Do Not Call List"; such calls are ALWAYS illegal, and stautory damages of at least $500 per call can be collected by the victims *IF* the perp can be correctly identified.

Which brings us to...  The previous poster claims this number is under the control of "j2 Global Communications".  While j2 certainly appears to be a slimy enough outfit (they advertise, among other things, "jBlast FAX Broadcasting"); but I cannot (yet) find any apparent connection between this number and j2 Comm.  The number in question is based in Philadelphia, PA; while "j2 Global Communications" is (apparently) based in Los Angeles, CA.
