The guy on the line said that his (unknown) company deals with government solicitations. Told him my company is not interested and hope he doesn't call again.

Not precise, but here's what could be gathered from the muffled message: "My name is Chris Wright, with a consulting company involved with a 5-year GSA government contract. Please call ASAP."
Odd that no company name was left, but there was a return number. In general, a company awarded a GSA contract seeking to obtain support from other sub-consultants or contractors would have already prepared a detailed Statement of Qualifications for government contracting that includes all subcontractors/consultants they intend to use. Also, the intro might include a lead-in explaining that they came across [your name] while searching for expertise in [field] and would like to discuss [job, services, etc.]. Probably won't call back.

Called asking for "David"

Suspicious male called a relative and asked for me.. And  then hung up.

Received a call asking for Jenny.  Told him no sir, not her and hung up.  Wasn't waiting for him to ask who he was speaking to.
