    I have gotten a call several times from this IMC. They hang up when I answer, but the automated answering service says it is the National Rifle association.

    Scammer.  Not the National Rifle Association.  The real National Rifle Association has no office of representatives in the 217 area code.  I have received 20+ calls from the same number and cid over the last 6 months.  I have AT&T and just forward all of the scam numbers I know about to an out of service number.  Each time the out of service number recording picks up, the calling number is charged for the connection on their line whether it is land or cellular.
