they call me three times no one answer no voice mail

I finally answered this call.  This pesty number is from the IL Dept of Revenue.  It's just a recording so don't be afraiid to answer.  It's best to clear that matter up quickly even if you owe money & can't afford to pay.  If you can't afford to pay, make a deal with them.  If you at least explain your situation, a lot of times the amount can be reduced.  However, it will never go away so be brave & deal with it.

They never say anything, and when you call back all the number they call from its a busy signal. Already 11x this morning and its only 9:30am

This is stupid.  If the Illinois Dept of Revenue was really looking for you...wouldn't they send you something in the mail.  I don't trust this at all.   I also looked up these numbers on the Ill Dept of Revenue site and they are not listed.

This is a scam. They've also called from 217-557-6648. They left a message saying it's about an important tax matter and to return a call to a completely different number (618-993-7279) and to speak with agent Marcus Renwick. The Dept of Revenue sends letters if there's any question regarding taxes, not calls.
