This sounds like some some of automated system that has malfunctioned. Someone is paying the bill on this 217-633-4178 number. This number called twice last night and this morning waking me up and again at 5:45 am. If you want to stop the calls, here is what I have done thus far. I contacted my attourney's general office. The state is investigating it. I was told I'm the only one from KY that has filed a complaint? It doesn't do any good unless you file a proper complaint. File a complaint with your attourney generals office. They also told me to contact your phone companies nusience call center and file a complaint.

Keeps calling me at all time of the day.  Yesterday called me at 1 am.  I finally picked up and no one was on the line

I got calls from this number several times last night (7 pm, 10 pm, 1 am,4 am, 7 am).  This person should be stopped!  What can be done? Same thing that others are reporting--no one there, they hang up.  You could call them back, but only get a machine.

I called Level3 and spoke with a very nice person in the security area named Terry who tells me that many complaints have been files against this number and a ticket is open with the reseller to get it resolved.  "The calls should stop today".

Just thought you'd like to know.

When I called Level 3 they told me I had to file a complaint through my own phone company. I did call my own phone company who instructed me how to do a phone trace and then file a report with my local police dept. I do plan on doing this when this persists.

Still getting calls.  they come almost exactly 3 hours apart.  I called my phone company, and they advised me to do a call trace.  If you do it three times your phone company will then do something about it.  The call trace costs something but worth the piece of mind.  I'm with QWest and the call trace is *57  
After you hang up, dial *57  and listen.  they will Tell you what to do.

I just got one at 1:34am from 217-633-4178 unknown name. Is this person trying to steal identitites or just a person with a few screws loose? I live clear across the US from IL!

I just went to the DoNotCall.gov link from above and filed a complaint. This is what I got. Read it and file again after 5-31-08 if they don't stop. I'm going to.

I got two calls from this number last night, one at 4AM and one at 6:20AM!!  I called the number back and left very clear messages both times that this was unacceptable and it better never happen again.  I would join in any action taken to stop this!

well, these calls have stopped for me. The last one I received was from Monday AM. I had contacted the KY attourney's General office and filed a complaint. She said they would contact Level3. I left a message with Brandon in security at level 3 and mentioned about my filing and stated the KY Attourney General would be contacting them and I haven't received another call from this number.

The number (217-633-4178) is a customer (Ill.) of Level 3 Communications (Colorado). Their fraud dept. # is 720-888-0012.  Call them and make a complaint, and also file a complaint online with the FCC.  I have received calls from this number about every two hours for three days.

The carrier is Level 3. You can contact Brandon in security. His direct number is 720-888-6386 and Jennifer Daumler at 720-888-3356 also send an email to abuse@level3.com. Also when you receive the call, hit *56 to log that info with your phone company. It will begin to make a log of the calls you receive from this number. Also file a complaint with your states Attorney general's office. Since there is nothing being sold or other information, i was told it is considered harrasement and is a criminal act. Since I done this, these calls have stopped.

I have recieved several calls from this number......starting at 8pm, then 10pm, then 2am, then 5am, then 9am.....then nothing. Everytime dead air, no one there and if I did not answer no message left. I am with you all to get these people to stop, I'm tired of them waking up my newborn in the middle of the nite.

Just got this email from Level 3 after posting complaint through their website:

We received your email regarding calls from the above number. We have a case open with our customer on this number as we have received numerous complaints. As of this afternoon, they did inform us that they blocked the 217-633-4178 due to the many reports that were coming in. You shouldn't be receiving any additional calls.
