    It's ARS Services.  They're collection agents.  These agencies can use multiple recycled numbers to get around you hanging up on "800 Service" caller id's when they come in.

    they also call from 4723 as well. they dont leave a message but I will be blocking there calls starting now.

    Hung up on them they keep calling. Used my phone service to block their number. My guess is they have more than one. Never have had a bad bill in my life.
