They work with Portfolio Recovery.  They both will use any tactic you could imagine.  I don't believe anything can be done to stop these people.  They do not respect the law and the law won't do a thing to stop them.

They call at all hours, do not give me time to answer, but hang up, do not leave a message, just harrass with phone calls.

I keep getting calls from them.  When I answer I don't say anything and they hang up with 9 seconds.  They also seem to call twice within 30 mins, it is like just cause you call once and I don't answer means if you call again, I'll answer.  They are stupid and it's typical of all personal collection agencies.  If they harass enough people though a class action law suit might be feasible.

I was lucky enough to buy a phone this time around that allows blocking. Also, try getting a google voice account. It gives you a number to use to block phone calls and it forwards the calls you actually want to your cell phone.
