This is UCB. THEY ARE RELENTELESS. ALSO USE THE # 954-236-6087;954-538-7500;267-528-0026.They work for Citibank. They call neighbors and family members which is against the law. Lots of bad info on web sites about them . Law suits ect.

After several calls only identified by the number 954, where they would hang up every time I would answer, finally today they called from 954-236-6087 and asked for a name I did not recognize.  Turns out, they were looking for my neighbor.  The name they had for me was an old name my neighbor did not know, so they had to access that information off of a website based upon her address.  They apparently looked up her address and found my old name listed as a neighbor.  Somehow, they then got my cell phone number.  At least now I can block this number, but I won't be able to block every number they will call from.
