My youmail.com account recorded their message. "Card service" phone slammed with multiple attempts to "talk" to me about my card that is ready to expire. Really? Push "1" - don't push anything. They left a voice mail.
This is a typical clearing location for scammers and fraudsters overseas. They use typical American speaking recordings.
No call back number and the id would probably have a recording saying "no longer in service" because it's a boiler room

Be aware folks. just another fraudster boiler room but this one will leave a message on voice mail ugh

Caller ID read "Wilmington, Del." We don't know anyone in Wilmington, so let the answering machine take the call.  No message was left.  Also we are on the Do Not Call list.  Go figure!

Caller ID does not show a name for this number.
But from comments above, they seem to be scammers.

Made the mistake of answering the phone because caller ID showed Wilmington, DE.  Heard party of the message: this is a card service, there is nothing wrong with your cc but we have an important announcement about your rate so it is important you call us right away.  Yeah, right away so we can scam you.  My God - we can't even run our business without having to screen these stupid calls and inconvenience our customers.

The callers are the drug-addicted "card services" scammers, who call us, pretending to be associated with our credit card companies, in an attempt to fool us into giving them our credit card numbers, so they can rip us off. People that have given their card number to these junkies have suffered severe financial losses. Beware of these lowlifes, and warn others, before they are cheated!

These scammers call us at least 6 times a week.  Usually they hang up after 1 or 2 rings.  The numbers are spoofed and changed constantly.  Recently, they have taken to using some numbers which appear to be nearby residential numbers.  Think that these scammers have called us at least 1000 times over the last few years. We have the ability to block up to 100 numbers, don't answer unknown numbers, but NOTHING stops these criminals from calling.  These folks are completely evil... and run a number of different scams.  They place millions of calls a day, and no one is stopping them.

    (302) 764‑317‍6 Robo call recorded 06 March 2014 ("This is Rachel...reduce your rate...consider this your final notice..." Credit Card SCAM)
    Caller ID: "Wilmington DE"

    Also called recently from:  (757) 264-1254 | (310) 318-1250 | (310) 821-8963 | (385) 208-8809 | (706) 805-1776 | (360) 322-6708 | (616) 980-2164 | (616) 980-2063 | (616) 980-2030 | (616) 613-2228 | (215) 383-3414 | (415) 333-9999 | (281) 966-5793 | (616) 613-2199 | (305) 389-5335

"Rachel" didn't wait very long since "Heather's" last call from a different number, even after assuring me, "...consider this your final notice..."

    Yeah, I wish.

I also chuckle because I noticed they corrected their poor grammar used on previous calls "...There's no problems currently with your accounts..." (their script writer finally fixed the use of a singular verb with the plural subject).

Their total disregard of the Do Not Call list certainly tells us a lot about their business ethic, doesn't it?

Here is a transcript of their latest offering:

[female voice] "Hello, this is Rachel at Cardholder Services calling in reference to your current credit card account. There are no problems currently with your account, it is urgent, however, that you contact us concerning your eligibility for lowering your interest rate to as little as 6.9%. Your eligibility expires shortly so please consider this your final notice. Please press the number 1 on your phone now to speak with a live operator and lower your interest rate. Or press the number 3 to discontinue further notices. Thank you. Have a great day."

We all need to realize the "card services" scammers is NOT a legitimate business, but outright criminals---criminals do not obey laws, including the do not call lists. In my experience, the do not call lists have worked nearly perfectly--the only unwanted calls we get are from fraudulent enterprises. Simply receiving these calls can be an annoyance, but think of the people that are not aware of the purpose of these lowlife's calls, and have been cheated out of hundreds, if not thousands of dollars!

As the message from the card service scammers says "there are no problems currently with your account" --but for those fooled by their calls, they will soon notice BIG PROBLEMS with their account!  BEWARE of these slimy creatures!
