Continuously calls-no message

I continue to receive calls from this number. They never leave a message. When I try to call back I always get a message that all circuits are busy. Does anyone know who this is?

This number called.  I said, "Hello...hello...hello...anybody there...hello...hello."  I never heard anything on the other end, not even heavy breathing.  Complete silence.  I felt like an idiot waiting for someone to say something and nothing happened.  

I thought it might have been someone like my in-laws who call our number to gab with my wife and forget they called.  I can hear them talking in the background with the TV going and the kids screaming.  Then my stupid sister-in-law eventually realizes that she has a phone in her hand and lifts it up to says, "Hello."  I say, "Hello" then she says, "What do you want?"  I say, "What do you mean 'what do I want'?  You called here!"

Anyway, It wasn't one of my in-laws.  It was someone stooopider.
