If this is a bill collection agency, why have they started calling me?  I've received nine calls in three days - the first call at 8:10 AM!  I thought it was illegal for these jerks to call that early.  I have an excellent credit rating and current on all bills - have been for years.  I don't get it.  Does anyone have an answer for so many calls from this number?

Portfolio Recovery sure gets around.  I'm not sure that this organization is a single entity.  At any rate don't answer the call.

There are three principle names to be aware of here: Portfolio Recovery (PRA), MRS, and Encore Capital (EC).  The Consumer Financial Bureau (CFPB and yes that's .gov) filed an action against them, sweeping all three up, reported on the CFPB website 09/09/2015.  The fines paid were 8 million by PRA and 10 million by EC.  These companies buy discharged debt for pennies on the dollar and then try to shake consumers down for at least what they paid for it (pennies), or more.  Many of these debts have exceeded your states' Statute of Limitations laws (check) and are not legally collectible by anybody including them.  To try to do so is against the law.  There are sleazy tactics to circumvent Limitations laws; one being trying over the phone, to get anyone anywhere to say any amount on the supposed debt might be owed.  It is best not to answer any calls from them whatsoever.  Tear up their settlement letters as well, they are meaningless, and can open a horrible can of worms for you if you do.  If they try to sue you, "fine see in court" where if you show up with a lawyer even remotely familiar with the Fair Debt Collection Practices Act, they will not be able to collect a dime.
