While on another call, I got a vm left. When I retrieved the msg, it was a partical recording. I chose the "option to return the call center's number." The first time returned me to my vm system. the second I got a female who claimed they were looking for Robert Peirson. I asked who it was and the female said she would the wrong number off their list. I asked what company and she said 1st national. I have no idea why I got this call, partial message or any of it.

I get a call from this number at least once a day, sometimes more. I have never answered it and they never leave a message. Does anyone know who it is?

This number appeared with "Unknown Name" on my caller ID.  A partial computer-generated vm was left but not enough to know the caller or reason for the call.  I've been getting tons of calls since moving and getting a new phone number for whoever had this number last and who apparently has left a trail of bad debt behind him (Joshua Williams in the Woodland Park, CO area).  So this may be a debt collection phone number.

Debt collectors are required by law to ensure that the name of their company shows on Caller ID systems.  If you know that the person calling from this number is attempting to collect a debt and it shows "Unknown Name" they should be reported to the Federal Trade Commission (the nation's consumer protection agency) at https://www.FTCComplaintAssistant.gov/

started getting calls from this number last week, partial computer generated message cant call them back.  does anyone know if there is anything I can do about someone using my phone number?  I am getting a ton of debt collection calls for the same person (who I have never heard of) but this person supposedly has the same last name as mine and is using my phone number.

paid off or otherwise satisfied, cold calling everyone with that name
untill some poor schmuck pays up because they are scared
they also have been involved in several law suits
check google scholar. They have a BBB rating of "F".

You need to send them a certified, return receipt debt validation (by law they have to go back to the original creditor to prove you owe the debt), cease and desist calling, or "not me" letter (this will be the best money that you have ever invested).  Also send it first class mail in case no one will sign for it.  Make a notation of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.  

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
