These people claimed that I am approved for a $10,000 loan and they wanted me to make sure that I had $500 in my Bank account to make sure that I am financially stable to make my first payment on the 15th of February so I said that I am not going to give you any money for a loan up front if I'm pre-approved they should just give me my money!!! Then he got upset and started talking loud to me and asked me do I understand English and he's a foreigner who I couldn't understand and after that I knew something was funny about the call then he told me that if I cancel on this loan offer and don't take it that they're going to charge my account $600 for canceling what can I do about it

When the wife told him she could not understand him he said he was
calling about the F*^%*%# Loan.

I walked in and took the phone and he hung up.

Has called once per day for the past two days.  Never had calls from them before.  They never leave a message.  I know I shouldn't have, but I called the number back out of curiosity and heard what sounded like foreigners speaking back and forth.  Then one of them yelled into the phone "hello" three times back to back and I hung up.  

You're right: you shouldn't have called back because now they have your number as a valid number with a live person on the other end who is curious enough to call back. You'll probably start getting calls from this and other numbers over the next few days or weeks. If so, consider getting a call blocker, or something that costs you nothing: quell your curiosity. Don't answer and don't cal back.

I have received a call from this number 3X today. I don't know who is calling bc i don't answer the phone. I just wish they would stop.

Advance fee loans are illegal period and in some states, so are the payday loans.   Please be aware the scammers may also claim down the road that you have taken a loan and try to extort money from you that way as well!
