unwanted obsence call

I got a call from this number but didn't manage to pick it up. I live in Europe and I wasn't expecting any calls from US so I googled it and found this website. Any idea who and why is calling from this number?

I got a call from this number around 3am and I did pick up but did not speak.. no one spoke on the other end.. i just hung up...

Hi, I live in Colombia and I got a call from 3153700000 at 2 A.M.!!!    
I was sleeping and therefore my answer machine received the call. They didn't left any message, but obviously is a dangerous number/person.

A mi me han llamado hoy a las 2:52 No he cogido y ha saltado el contestador. No hablaban pero había un sonido como si estuvieran en un lugar con mucha gente, con megafonía y parecía que era alguien andando con un móvil y llevando algo pesado porque había como golpes repetitivos. Luego se ha notado que estaba manipulando el móvil hasta apagarlo.

A mi me llamaron de este numero hace unos minutos, al igual que todos los demas solo escuchaba ruidos, mis amigos se habian ido a colombia hace poco asi que pense que eran ellos, y efectivamente eran ellos mi amiga me envio un mensaje por Whatsapp diciendome que me habia llamado para guardar mi numero, como estan en otro pais el numero cambia eso es todo

Received total of 6 calls beginning at 2312 (11:12 pm), man speaking broken English, some Spanish, other voices in background.  Will follow Verizon instructions and report to local police and then their business office. According to info in front of phone book about annoying calls, these calls constitute Class 3 and Class 1 misdemeanors.  I see that complaints have been recorded from Aug, 2008.

Pues a mi me llamaron ayer por la noche de este numero, con prefijo de Colombia, era una grabación en español que decia algo asi como la reencarnacion de los demonios y un monton de locuras, pense que era una broma pero ahora que veo esto veo que es alguien sin oficio...

I'm in the UK and I've just received a call from this number, so it seems after reading your messages he's still at it!!!

I received a call and they identified themselves as being from Colombia but said they were in the US at the time. I was in Medellin last year in may 2014 where they attempted to kidnap me. They would not say who they were and I assume up to no good.

Calls @ 1:59am & 2:04am--awakened thinking this call was a family emergency! Unable to sleep afterwards.
